Project Background
The purpose of the proposed project is to improve mobility, safety and freight access along CSAH 30 between North
Branch and Harris in Chisago County. The project also involves replacing an aging watermain along CSAH 30 from the north side of Trunk highway 95 to Cedar Street.

There are several primary needs for the CSAH 30 Improvement Project, including improving pavement condition, mobility, and freight access.

Pavement Conditions
CSAH 30 has deteriorated beyond its useful life and is in need of rehabilitation. Freight traffic tends to degrade pavement more quickly than passenger vehicles. The roadway will therefore continue to deteriorate more quickly than similar roads with fewer large trucks. Poor pavement conditions can also make it more difficult for truck drivers to safely operate their vehicles and can damage sensitive cargo. The rate of pavement deterioration will increase as development in the corridor generates more freight traffic.

Mobility in the corridor is negatively impacted by poor pavement conditions and operational issues at intersections with regular truck turning movements. As a reliever route to I-35, these issues can be exacerbated when incidents on I-35 result in traffic patterns shifting to other routes including CSAH 30. Inadequate turn lanes and/or lack of turn lanes result in truck queuing delays and safety concerns for all users. The proposed improvements will address operational and safety deficiencies and increase travel time reliability, particularly for heavy commercial trucks.

Freight Access
The existing roadway needs rehabilitation in order to maintain the viability of the existing freight-dependent businesses in the corridor as well as support expected future industrial development. CSAH 30 provides direct access to the following business types that rely on freight transportation:

• Concrete and Masonry
• Docks and Lift Sales
• Frac Sand Transloading and Storage
• Metal Component Manufacturing
• Mineral Research
• Natural Gas
• Propane and fuel distribution
• Soda Distribution
• Steel Fabrication
• Stone Veneer Products
• Waste Management
• Window Manufacturer

In addition to the existing freight generators, the City of North Branch has established a 250-acre business park with exclusive direct access from the project corridor. Without improvements, the existing roadway will not be able to adequately serve the potential growth in freight traffic in the corridor generated by future development.
